Botschafter Dayan stammt ursprünglich aus Argentinien und wanderte vor 45 Jahren mit seiner Familie nach Israel aus. Er war mehrere Jahrzehnte lang in der Hightech-Branche tätig und bekleidete politische und diplomatische Ämter als Vertreter des Staates Israel.
Er ist ein israelischer Politiker, Unternehmer und Fürsprecher. Von 2007 bis 2013 war er Vorsitzender des Yesha-Rates. Dayan wurde zum Chef-Außenbeauftragten des Yesha-Rates ernannt und ist damit der einzige offizielle Vertreter der israelischen Siedlerbewegung gegenüber der internationalen Gemeinschaft.
Botschafter Dayan hat einen Bachelor-Abschluss in Wirtschaftswissenschaften und Informatik von der Bar-Ilan-Universität und einen Master-Abschluss in Finanzwissenschaften von der Universität Tel Aviv.
